LANCASTER, SC ~ Ms. Sandra "Sam" Starnes Neill, age 78, passed away Monday, January 24, 2022 at her daughter's home. She was born December 1, 1943, in Lancaster, the daughter of the late Woodrow Starnes and the late Alma Rollings Starnes. Ms. Neill was a retired caregiver in her home state, Athens, Alabama. She loved her dog "pup-pup". Ms. Neill was especially fond of her grandson, Bo Carnes, whom resided with her at the home.

Ms. Neill is survived by her son, Thomas Michael Carnes; two daughters, Wanda Stewart (Richard), and Pam Carnes; six grandchildren; numerous siblings, and a special friend, Johnny Gaskins.

Ms. Neill was preceded in death by her parents; and a son, William Douglas Carnes.

The family will hold a private Celebration of Life Memorial Service for Ms. Neill at a later date.
