LANCASTER, SC :::::::::: Mr. Richard Elliott "Dick" Rowell, Jr. age 66, of 1086 West Manor Drive, died Thursday, January 13, 2011 at his home. He was born June 14, 1944 in Lancaster County, the son of the late Richard Elliott Rowell, Sr. and Helen Amanda Ezzell Rowell and was the husband of Debra Baker Rowell. Mr. Rowell was Treasurer for Lancaster County. He served the community of Lancaster for 44 years, 25 of which were spent at the Bank of Lancaster (now Wachovia), 9 years as an addictions counselor with Counseling Services of Lancaster, and 10 years as Lancaster County Treasurer. Mr. Rowell was a member of First United Methodist Church. Mr. Rowell is survived by his wife, Debra Baker Rowell of the home, a daughter, Mary Helen Rowell of Raleigh, NC and a sister, Betty R. Wilson of Lancaster. The Celebration of Life Memorial Service for Mr. Rowell will be 2:00 pm Sunday, January 16, 2011 at First United Methodist Church by Rev. Joseph Curtis and Rev. Donald R.
